Macau Tightens Control Over Satellite Casinos

Macau’s government is demanding that gaming operators closely cooperate with satellite casino partners as the transition period ends in late 2025. Satellite casinos operate under the licenses of major concessionaires but are managed by third-party investors. Starting in 2026, these investors will no longer receive direct gaming revenue but will instead earn only management fees through a licensed management company.
New Rules for Satellite Casinos
The new regulations stipulate that third-party investors in satellite casinos will no longer receive a share of gaming revenue. Instead, they will only be entitled to a management fee. This change aims to strengthen the control of gaming concessionaires over the casinos.
Transition Period Ends in 2025
Since 2023, a three-year transition period has been in place, allowing satellite casinos to continue operating under the old model. This period will end in late 2025. The government expects operators and investors to ensure a smooth adjustment by then.
Decline in Satellite Casinos
The number of satellite casinos in Macau has significantly declined since 2022. While there were 18 such casinos in mid-2022, only 11 remain today. The largest operator is SJM Holdings Ltd, with nine satellite casinos. Galaxy Entertainment Group Ltd and Melco Resorts & Entertainment Ltd each operate one additional casino.
Uncertainties in the Industry
Industry experts have raised concerns about the financial viability of the new model. It remains unclear whether third-party investors will continue to be interested in satellite casinos if they can no longer receive direct gaming revenue. Many operators are waiting for further guidance from the government.
