Arkansas weighs online gambling, sweepstakes ban

Arkansas is planning to legalize online casinos for three existing land-based casinos. At the same time, so-called sweepstakes casinos are set to be banned. Two legislative bills, SB524 and HB1861, have been introduced to implement these changes. Planned iGaming Legalization in Arkansas
The proposed bills would allow three existing casinos in Arkansas – Saracen Casino Resort, Oaklawn Racing Casino Resort, and Southland Casino Hotel – to offer online gambling. Currently, only online sports betting is permitted in Arkansas. If the new regulations are implemented, Arkansas would become the eighth U.S. state with legal iGaming.
Supporters argue that regulated online gambling generates additional tax revenue and provides players with a safe environment. However, critics fear that smaller operators could be disadvantaged.
Ban on Sweepstakes Casinos
In addition to the legalization of iGaming, the bills also include a ban on sweepstakes casinos. These platforms often use a dual currency system, where players purchase virtual currencies and exchange them for prizes. If the bills are passed, operating such platforms in Arkansas would become a criminal offense.
Supporters of the ban argue that unregulated gambling offerings undermine the state’s monopoly and lead to an uncontrolled market. Critics, however, see this as a measure to eliminate competition.
Industry Criticism
The Social and Promotional Games Association (SPGA) strongly opposes the proposed bills. It views them as an attempt to eliminate competitors of traditional casinos. The organization emphasizes that sweepstakes casinos do not constitute traditional gambling, as many users never wager real money.
